Bob has a long history of management of western counties with mixed mountain tourism and agriculture economies. He holds an undergraduate degree in Human Services from the University of Nevada, Las Vegas, and a Masters degree in Public Administration from the University of California, Riverside. He is well familiar with issues faced by counties balancing rural, agricultural identity with mountain tourism, including rapid growth, affordable housing, historic renovation as well as development of new infrastructure, supervision of department heads, and long-term fiscal strategy. He has overseen capital projects including a new justice center, health and human services complex, historic courthouse renovation, and a community corrections facility, as well as road expansion projects that included construction of new bridges and arterial beltways—all without incurring new debt. Jasper is adept at establishing mutually beneficial county-city partnerships and interfacing between county and state legislative bodies, as well as federal agencies. The County Manager administers a budget of approximately $45 million, and manages over 320 employees. The manager reports directly to the County Council, and oversees six departments, including community development, health, public works, information technology, library and personnel. The manager also interfaces with County elected offices, including assessor, justice court, attorney, recorder, auditor, sheriff, clerk and treasurer.
