(“SCSA#3”) is soliciting priced Proposals from qualified consulting engineering firms to provide Professional Support Services to the Board of Trustees for the improvement of SCSA#3 roads. The scope of work is to (1) review the LTAP Silver Creek TAMS 2016 Final Report, the 2017 LTAP Traffic Study, and the SCSA#3 Engineering Projects List and (2) submit a 3-year Roads Capital Improvement Plan to the Board of Trustees by November 28, 2017. The complete Proposal package must be submitted via email to Chris Bullock - SCSA#3 Roads Manager - at email@example.com on or before 5:00 P.M. on Monday, October 23, 2017. The email must have the subject line marked: "Proposal - SCSA#3 Capital Improvement Plan". Questions regarding this solicitation shall be directed to Chris Bullock - SCSA#3 Roads Manager - at Chris@scsa3.org. All applicants must have a Utah PE License. The Proposals shall not exceed 10 pages. Proposals shall address applicant technical qualifications, applicable previous experience, especially working in Summit County, Utah, and a cost breakdown. It is expected that costs will include a fixed price cost. Proposals should be for a 3-yr. time period. Proposals will be evaluated equally on the basis of cost, experience, and qualifications. SCSA#3 reserves the right to reject any and all Proposals and to waive irregularities and informalities in the submittal and evaluation process. This solicitation for a 3-year “Capital Improvement Plan” does not obligate SCSA#3 to pay any costs incurred by respondents in the preparation and submission of a Proposal. This solicitation does not obligate SCSA#3 to accept or contract for any expressed or implied services. Furthermore, SCSA#3 reserves the right to award the contract to the next most qualified Consultant if the selected Consultant does not execute a contract within thirty (30) days after the award of the Proposal.
